Delphic Science

Practical ingredient policy, regulatory intelligence, compliance, and scientific advocacy

With over 15 years in the personal care and over-the-counter (OTC) medicines industry, I work at the intersection of ingredient science, product stewardship, regulatory intelligence, and global policy.

My work centers on helping companies distinguish signal from noise: leading ingredient-policy strategy for major consumer product portfolios, designing evidence-based approaches to emerging issues, monitoring global regulatory and scientific developments, and aligning cross-functional teams around practical, defensible business decisions

Proactive Ingredient Strategies

Full formula-ingredient lifecycle management

Before Launch: Ingredient Strategy & Foresight

Setting defensible boundaries and anticipating regulatory shifts before you commit to production.

  • Ingredient Policy & RSL Development: Designing, and implementing custom Restricted Substances Lists (RSLs), governance and screening frameworks, and brand-aligned ingredient decision criteria.

  • Regulatory Intelligence & Horizon Scanning: Tracking emerging legislative, toxicological, and health authority signals to anticipate where scrutiny is heading 18 to 24 months out.

  • Portfolio Risk Reviews: Auditing existing formulations and pipeline projects to identify, prioritize, and design out regulatory and chemical safety risks.

  • Supplier Questionnaires & Raw Material Data: Drafting practical compliance checklists and raw material questionnaires for suppliers—including working directly with fragrance houses to navigate proprietary composition and allergen disclosures.

  • Early-Stage Safety & GRAS Panels: Scientific assessments, ingredient evaluations, and expert support for Generally Recognized as Safe (GRAS) panels.

During Launch: Compliance & Market Readiness

Ensuring seamless market entry and meeting state, federal, and international reporting mandates.

  • MoCRA Implementation: Supporting compliance with the Modernization of Cosmetics Regulation Act, including facility registrations, product listings, safety substantiation, and mandatory reporting.

  • US State Reporting & Compliance: Managing compliance and reporting obligations under state-level frameworks, including the California Safe Cosmetics Act, Prop 65, Washington State reporting, and emerging state chemical restrictions.

  • Fragrance Allergen Labeling: Assessing fragrance disclosures and managing international and US labeling compliance.

  • Packaging & Environmental Rules: Reviewing packaging and formulations against evolving Extended Producer Responsibility mandates (such as California SB 54), state PFAS bans, and microplastics restrictions.

After Launch: Stewardship, Advocacy & Defense

Protecting ongoing market access, maintaining brand trust, and defending critical ingredients.

  • Scientific Advocacy & Committee Representation: Providing technical leadership and technical advocacy on trade association committees and industry consortia.

  • Technical Reports & Evidence Reviews: Authoring rigorous scientific assessments, safety evaluations, white papers, and investigations to substantiate claims or address NGO/retailer scrutiny.

  • Cross-Functional Alignment: Serving as an objective scientific bridge among regulatory, product stewardship, safety, R&D, legal, quality, and government affairs teams.

  • Litigation & Expert Testimony Support: Delivering independent scientific analysis, expert reports, and testimony support for regulatory disputes and technical litigation.

Who We Serve

  • Cosmetic & Personal Care Brands: Independent and enterprise brand leaders seeking future-proof formulation strategies and seamless global compliance.

  • Contract Manufacturers & Chemical Suppliers: Raw material innovators needing GHS hazard translation, ingredient defense, and clean vendor disclosure frameworks.

  • Retailers & Investment Firms: Retail compliance teams and PE/VC investors requiring rigorous technical due diligence and ingredient safety auditing for acquisitions.

  • Industry Trade Associations: Global consortia needing senior expert leadership to chair committees, author scientific white papers, and engage health authorities.
